TERMS OF FULL-TIME APPOINTMENT
FOR ACADEMIC STAFF




1. TERM OF APPOINTMENT
The first appointment shall be, at maximum, for a period of 3 years.
2. EXTENSION AND RENEWAL OF APPOINTMENT
The appointment may be further extended or renewed by mutual consent, by a maximum of 5 years in accordance with other regulations.
3. TERMINATION OF APPOINTMENT
  1. Either the University or the appointee may give a 3-month advance notice for unilateral termination of contract or an equivalent payment in lieu of notice to the other party.

  2. The University may terminate the appointment without written notice or payment in lieu of notice if the appointee is convicted in any criminal proceedings for an offence which the University considers to be of such serious nature so as to bring the University into disrepute or to bring discredit to the University.
4. REMUNERATION (taxable)

The taxable remuneration level shall be determined according to the appointee's academic qualifications, current position, and professional experience, and can be reviewed at the end of the period. Current local maximum income tax rate is 12%.  (US$1.00 approx.  = MOP$8.00)

5. SUBSIDIES
5.1 HOLIDAY SUBSIDY

The holiday subsidy is payable in June every year, together with the remuneration due in the month. The amount being calculated based on monthly remuneration as of 1 June multiplied by the number of days of the annual leave the appointee is entitled to in that calendar year and divided by 22 (please see the entitlement of Annual Leave below). The first holiday subsidy shall be paid in the second calendar year following the appointment, and the amount of holiday subsidy shall be proportional to the time of service provided from the commencement of appointment to 31 December of the year, the proportional rate being the number of months of service completed till 31 December of the year divided by 12.

Example: Appointee A joined the University on 1 September 2009, and his monthly salary is MOP30,000.00. He will have completed the first year of his service on 31 August, 2010. According to the above-mentioned condition, he will be paid the first holiday subsidy in June 2010, the amount of which will be:

  MOP30,000.00 x 4 months (total months from his commencement of appointment to 31 December 2009) / 12 months = MOP 10,000.00

In June 2011, as he will have provided full year of service in 2010, he shall be entitled to 22 days of annual leave in 2011 and the holiday subsidy amount will be:

  MOP 30,000.00 x 22 days (annual leave entitled in 2011) / 22 days = MOP 30,000.00

5.2 CHRISTMAS SUBSIDY

The Christmas subsidy is payable in November every year, together with the remuneration of the month. The amount being equal to the basic monthly remuneration of November of the year. In the first year of the appointment, the amount of Christmas subsidy shall be proportional to the time of service provided from the commencement of appointment to 31 December of the year, the proportional rate being the number of months of service completed till 31 December of the year divided by 12.

Example: Appointee B joined the University on 1 September 2009, and his monthly salary is MOP30,000.00. In November 2009, his Christmas subsidy will be:

  MOP30,000.00 x 4 months (total months from his commencement of appointment to 31 December 2009) / 12 months = MOP 10,000.00

In November 2010, his Christmas subsidy will be paid in full amount (i.e. MOP 30,000) as he will have provided service for the whole year.
 

6. PROFESSIONAL TAXATION

Macao SAR Government is adopting a progressive tax system for professional taxation. The maximum tax rate will be 12% of annual income.

7. DUTIES
  1. The appointee shall be responsible to the Rector or to a designated Dean, for duties such as are indicated by the titlement of his/her appointment and/or such other concurrent appointments and duties within his/her capability as may be specified from time to time by the Dean, who may, assign him/her to teach certain courses in that college subject to the normal teaching load not being exceeded.

  2. The appointee shall be required to carry a normal load of 36 hours per week and be responsible for syllabus preparation, lecturing, tutorial, supervision of laboratories (where applicable) examination grading and invigilation.
8. OUTSIDE PRACTICE
The appointee shall not engage in outside practice for reward without the prior written approval from the Rector.
9. BASE OF OPERATION
The appointee will be based in the campus(es) of the University of Macau where under Macao SAR Government‘s jurisdiction.
10. HOUSING ACCOMMODATION / HOUSING SUBSIDY
Subject to availability, the appointee shall be provided with residential accommodation on payment of a prescribed rental, or a subsidy ranges from MOP1,100.00 to MOP4,400.00 per month, corresponding to the appointee's salary index group, if the appointee or his/her spouse does not own a house in Macao or is not provided the accommodation by the UM or any public entities. If residential accommodation is not available, appointees shall be eligible for residing up to a maximum of sixty days and shall find outside rental. The monthly housing subsidy amount is as follows.

11. FURNITURE SUBSIDY
  1. The appointee who are recruited outside Macao with a contract duration not less than one and a half years and not provided with accommodation in hostel are eligible to apply for the one-time furniture subsidy in the amount of MOP10,000.00.

  2. If the appointee terminates the working relation with the University or the University terminates his/her contract with justified reason during the period of contract, and his/her service period is less than one and a half years after the furniture subsidy is granted, he/she needs to pay back the amount of the said subsidy in full to the University.
12. PASSAGE AND BAGGAGE SUBSIDIES

Appointees recruited outside Macao are eligible to the one-time passage and baggage subsidies, once for taking up the appointment and once when the appointment is completed and is subject to conditions stipulated in relevant regulations.

In addition, the passage subsidy extends to the spouse and children below the age of 18 of the eligible appointee only if his/her contract period is more than one and a half years, with a maximum of four persons of the passage expense incurred, including the staff himself/herself.

The amount of passage subsidy is determined according to the different zones from where the appointees are recruited, while the amount of baggage subsidy is fixed at MOP1,800.00.

Appointees who fail to complete their first contract or leave in the middle of an academic year in any subsequent renewal contract shall not be eligible to the passage and baggage subsidies for the return trip. 

13. FAMILY SUBSIDY
The appointee and his/her eligible family members shall be provided with family subsidy for his/her ascendant & spouse and descendant, with a respective subsidy of MOP450.00 per month, and is subject to conditions stipulated in relevant regulations.
14. ANNUAL LEAVE
The appointee shall be entitled to an annual leave of 22 working days proportional to the service provided in the previous calendar year. An academic staff member shall take annual leave during summer recess or other recess periods which do not affect the teaching duties.
15. MARRIAGE LEAVE
An unmarried appointee shall be entitled up to 10 consecutive working days of marriage leave.
16. MATERNITY LEAVE
A female married appointee shall be entitled up to 90 days of maternity leave, upon completion of one year of service in the University.
17. PATERNITY LEAVE
A male married appointee shall be entitled to 5 working days of paternity leave, on the occasion of the birth of his child.
18. ACADEMIC LEAVE
The appointee may be granted academic leave, there are mainly 3 types:
  1. Research and Conference Leave:
    - for attending, or participating in, an academic or professional conference, congress or other learned meeting;
    - for engaging in research activities.

  2. Sabbatical Leave:
    -
    Professors, Associate Professors or Assistant Professors with completion of three-year service in the University are eligible for the application of sabbatical leave to facilitate their academic expertise through research, scholarly or pedagogical activities.

  3. Study Leave:
    - Paid study leave: for oral defense on doctoral or master degree programmes;
    - No-pay study leave: for studying doctoral degree programmes.

19. MEDICAL BENEFIT
The appointee and his/her eligible family members (including spouse, ascendants and descendants), subject to conditions stipulated in relevant regulations, shall enjoy medical benefits as provided by the Government Hospital, the Government Health Centres, the Kiang Wu Hospital, the Campus Health Care Service, as well as appointed medical institutions, subject to a monthly contribution of 0.5% of his/her basic remuneration. Moreover, appointees shall be provided with the hospitalization medical insurance plan which can enjoy in-patient care at any qualified medical institutions worldwide.
20. TUITION FEE REDUCTION
In general, tuition fee reduction shall be granted to the appointee or his/her eligible family members for courses that are solely organized by the University. All appointees may benefit from a 50% reduction of the tuition fee, except in the situations stipulated in the internal regulations.
21. PROVIDENT FUND
The appointee may enjoy the provident fund scheme of the University on a voluntary basis. For those who join the scheme, both appointee and the University shall contribute a monthly amount equal to a percentage of the appointee’s basic remuneration in that month, as prescribed in the below table.

22. CONFIDENTIALITY
An appointee may not disclose any of the affairs of the University or the affairs of its staff and students either during or after his/her employment with the University except with the prior written consent from the Rector.
23. COST OF LIVING
The cost of living of Macao is approximately 13% lower comparative to the one of Hong Kong.
24. OTHER CONDITIONS
Conditions not specified above are covered by the University's Charter, Personnel Statute, and the related internal regulations and rules.
